GHANA PARTICIPATES IN PAN-AFRICAN YOUTH ORGANIZATION AGAINST HIV & AIDS (PAYA) CONFERENCE IN KIGALI, RWANDA 2011.

As a part of the youth initiative, the first Pan African Youth Conference on HIV & AIDS took place in Zambia in July 2002 as an effort to devise a strategic approach of African young people being at epicenter of fighting HIV & AIDS scourge. From the above mentioned conference, the Pan African youth Conference held in Kigali in June 2003, the Pan African Youth Organization against HIV & AIDS was created and endorsed the secretariat to be hosted in Kigali, Rwanda.

PAYA is conceived as a common forum for African youth initiative at National, sub regional and continental levels where youth are able to actively and effectively share experience, best practices and challenges towards creating a prosperous and sustainable continent free from HIV & AIDS scourge.
The Conference was opened by the Rwandan Minister of Youth Mr.Mitali-K-Portais who in his speech reiterated the point that, the youth are the future generation and must be fully involved actively so far as the fight against HIV & AIDS is concerned. PAYA has 33 member countries but only 11 were present at this particular meeting.

The first day of the conference took member countries present through the overview, vision and mission of PAYA which was led by Mr.John Rusimbi, the first Vice President of PAYA.We also read the constitution of PAYA and are in the process of amending it, in other to make the operations of PAYA more effective and efficient as the organisation has been dormant for some time now and also to draw a five year strategic plan for PAYA.

During the constitutional amendment process, Ghana , together with other member countries present, among many other proposals, disagreed passionately that, Article 2-Seat of the constitution which reads, "the permanent secretariat seat shall be established permanently in Kigali, Rwanda.The seat can be transferred to any other location at any time, upon recommendation of the Pan-African Youth Executive Committee on HIV & AIDS, (henceforth referred to as PAYAC), with the approval of the General Assemly" but rather shall read," there shall be a permanent headquarters of PAYA in Kigali, Rwanda but the secretariat may rotate among member countries upon recommendation of the Pan-African Youth Executive Committee " since Ghana particularly may like to host PAYA's secretariat in the future.We closed for the first day on the constitutional amendment process and agreed to appear much earlier than the stipulated time on the agenda to enable us deal judicious with the litany of items on the bill.
